Ornate Antique Cup and Saucer

Decoration on ornate cup and saucer
I found this large very ornate and colorful cup and saucer for coffee or tea at a flea market. It's part of a damaged set I rescued. I'm no expert but I'm sure this set is special.
The cup is 4 and 1/4 inch across and 2 and 1/4 inch high. The saucer is 6 and 1/2 inch across.
It is over the top ornate, the tea cup and saucer have little transparent window like waves in them.
The cup and saucer are not marked so I've pictured the bottom of the broken creamer which is marked so you can see the mark.
I can just make it out; it's a raised hexagon with alphabet letters at each point they look like they spell PATENT and cursive letters in the middle.
The tea cup is not perfect it has nicks, the leaves are raised and on the tea cup the stem part of the leaves at the bottom are tiny gold curved hooks amazingly they are in good shape.
The saucer has some nicks/chips also to some of the raised gold bumps.
As you can see both pieces still very much displayable.
I've added two pictures to show the "windows" in the teacup better
Any info on this set would be greatly appreciated.
